From Penal to Postsecondary: Navigating the College-Corrections Partnership through Second Chance Pell

This thesis uses the Second Chance Pell Pilot Program, an experiment under the U.S. Department of Education's Experimental Sites Initiative, as a test case for the sociological relationship between Institutions of Higher Education and Institutions of Corrections. As the college-corrections partnership provides the basis for prison education programs at the postsecondary level, the project analyzes the complexities of such a partnership. The narrative moves more or less chronologically in tracing a national ideology that has fallen in and out of favor of college in prison programs.
